TOLEDO, Ohio (WTVG) – A local animal shelter says it plans to file formal charges after surveillance cameras captured someone abandoning three kittens outside its front door early Saturday morning.
Paws and Whiskers Shelter cameras recorded a white PT Cruiser pulling up to the building Saturday. A passenger exited the vehicle and left three kittens in a zip-tied carrier at the front door.
