RICHMOND, Va. (WRIC) — A former Richmond Fire Department (RFD) official is accused of embezzling money from the city — with the help of family and friends — over the course of several years.
The former procurement officer in question, as well as most of his co-conspirators, are unnamed within court documents, instead being referred to by “CC-1,” “CC-2” and so forth.
From 2012 until 2025, he served as an “administrative project analyst” or procurement officer for RFD. In this role, he was responsible for purchasing both equipment and services in support of RFD’s emergency response operations…
