ST. LOUIS, Mo. (First Alert 4) – A 51-year-old man is facing charges, accused of going into a manhole to steal a water meter for scrap metal.
Anthony Lee Minor is charged with misdemeanor second-degree tampering with a utility meter and felony stealing $750 or more.
