The Fullerton City Clerk’s Office sent an important memo to many parts of the city government in June 2026, including the City Manager’s Office, Community and Economic Development, the Library’s reference desk, the Police Chief, and the Engineering and Maintenance divisions of Public Works. The memo included pages that needed to be added to the Fullerton Code of Ordinances books found in those departments.
The memo had clear instructions: remove the old pages, insert the new ones and keep the instruction sheet in a safe place behind the “Index” tab. In total, twenty ordinances were updated (3333 to 3352). Although this kind of update usually doesn’t make headlines, this particular change is important. It involves a complete rewrite of how the city handled shelter and temporary housing for people who experienced homelessness, which is a significant policy change for Fullerton.
The main focus of this update is the changes made to Fullerton Municipal Code Chapter 15.42, which deal with the Emergency Shelter Overlay Zone and became effective starting April 1, 2025.
