Louisville, Kentucky — More than three years after the death of a 7-year-old boy at a Kentucky foster care facility, three former employees have been indicted following allegations that the child was restrained in a way that prevented him from breathing.
According to authorities, Ja’Ceon Terry died on July 17, 2022, while under the care of the Uspiritus-Brooklawn foster care facility in Louisville. Prosecutors announced that Deborah Francis, Jillian Parks and Amanda Whitlow have each been charged with second-degree complicity to manslaughter in connection with the child’s death.
The indictments come after a lengthy investigation and the release of a state report that examined the circumstances leading up to the fatal incident.
