Penny Hart, a member of TOPS Chapter 1660 in Battle Creek, was crowned State Queen for Michigan at a special event.
TOPS, which stands for Take Off Pounds Sensibly, recently held its State Recognition Days in Port Huron, which was attended by more than 500 people.
