A months-long headache for West Valley builders may finally be easing after Surprise police arrested a local man they say is behind a wave of construction-site thefts that stretched across multiple neighborhoods.
Authorities say the thefts hit more than 40 active home-building sites, stripping new houses of key appliances and fixtures and forcing builders and homeowners to scramble for replacements. Crews reported everything from water heaters to ranges vanishing from properties that were just days away from move-in.
Court records and police filings identify the suspect as 52-year-old Raymond Leyva, who investigators say is tied to more than 40 thefts at active job sites between November 2025 and May 2026, as reported by 12News. Authorities say the items taken included home appliances, water heaters, gas ranges and copper wiring. Leyva was arrested on July 23 and had bond set at $250,000 at his initial appearance, according to court documents.
