Holly Springs, NC, July 25, 2026 — The Holly Springs Town Council voted 3-1 last Tuesday night to approve a rezoning (related documents) that would allow up to 450 apartments near Sunset Lake Commons, ending a process that has stretched roughly five years. Despite the approval, the development cannot move forward until the town resolves a long-standing sewer capacity shortfall affecting the area.
The rezoning changes 30.6 acres at 4950 Optimist Farm Rd. from Neighborhood Mixed-Use to Mixed-Use Residential Conditional Zoning District, allowing up to 15 dwelling units per acre. Although the Planning Board unanimously recommended approval last month, the proposal remained contentious as residents argued they still lacked answers about tree preservation, wetlands, parking demand and traffic.
The council’s debate reflected that uncertainty. A motion to deny the rezoning failed after receiving no second, and a subsequent motion to approve passed 3-1. Before the vote, one council member questioned what the town gained by approving the rezoning now rather than waiting until infrastructure was available. The town attorney responded there was “very little benefit to the town,” but also “no detriment,” because the existing development agreement already prevents construction until sewer capacity is available.
That sewer limitation shaped nearly every aspect of the discussion. Town documents state that two existing pump stations require upgrades and that a new Eastern Regional Pump Station must be constructed before the site—and much of the Northeast Gateway area—can be served. The ordinance’s prepared denial findings specifically cite the missing sewer infrastructure, while the development agreement acknowledges the town “would not ordinarily grant zoning approval” under current conditions and prohibits building permits until adequate capacity exists. During a neighborhood meeting in February 2024, the developer likewise acknowledged the sewer issue had “been an ongoing discussion for years.”…
