PFLUGERVILLE, Texas (KXAN) – Try as they might to conserve water, Tracy and Ryan Millie can’t seem to get a break on their City of Pflugerville utility bill. Before using a drop of water, the couple already owe $115 in base charges for water and wastewater service.
“You can’t combat this. There is no way around it,” Tracy told KXAN. “We are at the mercy of the City of Pflugerville.”
