A Wilmer city council member and the city’s acting police chief were arrested and booked into the Dallas County jail on Monday, stemming from an incident at a convenience store on July 22.
Moses Garcia, 53, was charged with making a terroristic threat, a class B misdemeanor, for allegedly physically threatening an individual and making racially derogative verbal comments, according to an arrest affidavit.
