Syracuse, N.Y. — Ryan McMahon wanted to clear the confusion. But he may have just added to it.

In his latest effort to mop up an embarrassing mess on a local term limit law, the county executive floated a solution Tuesday that caught local officials by surprise and left lawyers and lawmakers scrambling to determine its legality.
