JACKSONVILLE, Fla. – July 31, 2026: Jacksonville City Council is considering new electric bicycle rules that would prevent people under 11 from operating e-bikes on bicycle lanes, bicycle paths, bikeways, rights-of-way, roadways, sidewalks, or other city-owned property. Ordinance 2026-570 would also establish a 10 mph e-bike speed limit on sidewalks. It is a proposal and is not currently in effect. Council Member Michael Boylan introduced the ordinance on July 28, 2026. Florida law expressly allows local governments to establish minimum e-bike operating ages and regulate e-bike use within areas under their jurisdiction. The Jacksonville proposal also follows the governor’s June 25 veto of a separate statewide bill addressing speeds near pedestrians, crash-data reporting, and a proposed micromobility safety task force. Current status – July 31, 2026: Ordinance 2026-570 has been introduced and remains in committee. The official city record lists an August 3 committee agenda date and an August 11 public hearing. The council has not given final approval, and none of the proposed rules is in effect.
What Jacksonville Ordinance 2026-570 Would Do
