ONEIDA, N.Y. — A Syracuse man was arrested after a series of threatening phone calls to the New York State Police Troop D communications center in Oneida.
New York State Police arrested Kelvin Tanksley, 43, on Aug. 3, following calls made to the Troop D center on the evening of Aug. 2.
