An 81-year-old man is missing after he was last seen behind the wheel of a white pickup truck in Rocklin early Wednesday morning, prompting a statewide Silver Alert. Sammy Cunningham was spotted around 6:45 a.m. near Springview Drive and South Whitney Boulevard, driving a white 2018 Ford F-150 with a Florida license plate reading IKVP89. The Folsom Police Department requested the alert, and the California Highway Patrol activated it on Cunningham’s behalf.
Cunningham is described as bald with blue eyes, standing 6 feet tall and weighing 170 pounds; his clothing is unknown, according to a bulletin posted by CHP – Alerts. The account, which the California Highway Patrol created to disseminate flyers and details for active alerts, lists Cunningham as an at-risk missing person and instructs anyone who spots him to call 911. It is unclear from the bulletin which direction he may have traveled after the early-morning sighting or whether his truck has since been located.
How California Activates a Silver Alert
Silver Alerts exist under a specific legal framework: California Government Code section 8594.10, created through 2012’s Senate Bill 1047 and later widened by 2015’s Senate Bill 1127, authorizes state-coordinated alerts for missing people 65 or older, according to FindLaw. The 2015 expansion also opened the program to developmentally disabled or cognitively impaired people of any age. Before a Silver Alert goes out, local police must show that local resources have been exhausted and that the missing person is in danger.
Once a local department like Folsom’s makes that case, the request goes to the California Highway Patrol’s Emergency Notification and Tactical Alert Center, or ENTAC, which operates around the clock out of CHP headquarters in Sacramento as the state’s designated coordinator for evaluating and issuing these alerts, per the California Highway Patrol. ENTAC serves as the clearinghouse that lets a single missing-person case reach law enforcement and the public across multiple counties at once.
