If your roof is leaking, your plumbing is failing, or your home needs structural work you can’t afford, Scottsdale has federally funded programs that could help pay the cost—and the income limits just went up.
According to the city’s housing rehabilitation program page, the income thresholds were updated June 1, 2026, using new HUD guidelines. A single-person household can now earn up to $62,950 and still qualify. A family of four tops out at $89,900, and an eight-person household can earn up to $118,700.
There are three distinct programs, and each works differently.
How each program works
The Major Housing Rehabilitation Program is a deferred loan—you don’t make payments while you live there. If you sell, rent, refinance for equity, secure a home equity loan, or transfer the title within 36 months of completing the contract, the full amount is due.
