St. Paul’s City Council is commissioning an outside review of the city’s rent stabilization ordinance—one that could directly shape whether the rules get revised, better enforced, or left as-is.
The Council released a request for proposals last week, seeking a consultant to conduct a top-to-bottom review of the city’s housing market, rent stabilization policy, and renter conditions at a cost not to exceed $100,000.
