Altoona Police arrest two for alleged abuse of residents with special needs

ALTOONA, Iowa – The Altoona Police Department has arrested two people who are facing Dependent Adult Abuse and Wanton Neglect Charges.

22-year-old Praise Gahn and 44-year-old Zarkpa Green were both booked into the Polk County Jail earlier this week. Both Gahn and Green face two counts of Dependent Adult Abuse – Serious Misdemeanor and two counts of Wanton Neglect of Dependent Adult – Serious Misdemeanor.

APD said in a criminal complaint that the incident occurred between March and May of this year at a residence operated by the non-profit Balance Autism. Records state that law enforcement was notified of a metal bar being used to barricade the victims, who were dependents with special needs, in the basement of the residence.

The police report says an investigation into the metal bar’s use led them to believe the medications within the household were being mismanaged by Gahn and Green, who are listed as caretakers in court records…
