INDIANAPOLIS – Like most plans to end homelessness, southeastern Indiana’s proposed Vision 2025 of how local social service agencies working together could end homelessness in Clark and Floyd counties didn’t work.
A decade after the 2015 plan was implemented, the collaboration continues as the number of people with no permanent home increases. The 2025 Point in Time homeless count listed 176 homeless people in Clark County, 40 in Floyd and 28 in nearby Jefferson. The state’s Homeless Management Information System shows 275 unsheltered homeless people in Region 13, which includes the three river counties.
Officials in the area say managing homelessness, not making it disappear, is the new goal. But there’s disagreement about how to do it, and another camp in the area is about to be closed by the state…
