Mom of special needs child sues SCCPSS for lack of education

CHATHAM COUNTY, Ga. (WSAV) — A Chatham County mother is suing the Savannah-Chatham County Public School System (SCCPSS) for failing to provide her daughter with a free, appropriate public education.

Maureen Brown’s daughter Xiolia suffered from a rare disease that made her wheelchair bound, unable to move or speak.

“She is a beautiful angel full of personality,” said Brown. “Although she was non-verbal, she spoke with her eyes.”…
