Vigil to mark 10 years since tragic death of 15-year-old Fallon Smart

PORTLAND, Ore. (KOIN) — A flower vigil Wednesday night will mark 10 years since 15-year-old Fallon Smart was tragically killed by a speeding driver.

The Portland teen was legally crossing SE Hawthorne Boulevard in 2016 when she was struck and killed by a 20-year-old Saudi citizen attending college in Oregon.

Police arrested Abdulahraman Sameer Noorah for manslaughter, but he later fled the country after the Saudi Arabia consulate posted his bail. There are still no court dates set — the last one being in 2020.

In response to Fallon’s story, the U.S. Department of State created the “Fallon Smart Policy” in 2023. It places visa restrictions on foreign officials who help nationals evade the U.S. justice system…
