MILTON, Ga. — The Milton City Council unanimously approved a $10 million settlement Monday night with the parents of Joshua Chang, the Yale University student killed in a 2016 crash after his car struck a concrete planter off Batesville Road.
Under the settlement, the city’s insurer, the Georgia Interlocal Risk Management Agency, and its reinsurer, NLC Mutual Insurance Co., will cover $6.67 million, with the city responsible for the remaining $3.33 million. The agreement does not include an admission of fault by the city or its insurer.
The case reached the Georgia Supreme Court on questions of municipal sovereign immunity before returning to the Georgia Court of Appeals, where it remained pending at the time of the settlement.
