Takoma Park Police have arrested Richard Emmanuel Williams, 21, of Silver Spring, on charges of second-degree rape, fourth-degree sex offense, first- and second-degree assault and false imprisonment.
At approximately 10pm on August 21, officers responded to White Oak Medical Center after receiving a report of an alleged rape that occurred the previous night at a residence in Takoma Park.
Police met with an 18-year-old woman who reported that she went to the residence to meet friends at approximately 9:45pm on August 20. According to police, Williams arrived at the same residence and allegedly forced the woman into a room, where he raped her…
