BOISE, Idaho (CBS2) — As the Spirit of Boise Balloon Classic prepares to return to Ann Morrison Park next week, many Boiseans may not realize the event began as part of the Boise River Festival.
The festival brought concerts, parades, and events across Boise throughout the 1990s. During its early planning stages, organizer Steve Schmader got a call from local balloonist Scott Spencer.
