It was 99 degrees in North St. Louis on Tuesday, the kind of heat that punishes everything in sight. Behind a stained-glass shield, inside a chapel where the Little Sisters of the Poor once said mass three times a day, the people who run the biggest homeless shelter in this city held a ceremony.
The mayor came. The partners came. The donors came. There were programs printed up and tours afterward.
