Cuyahoga County and the city of Cleveland are on the brink of resolving a long-running dispute over how city inmates are housed in the county jail, reducing the time that prisoners may be held without charges.
That is progress, but let’s hope it is just a first step. When the new jail opens in the near future, the city and county should do more to address what Cuyahoga County Prosecutor Michael O’Malley has described as “morally wrong.”
