CANTON − When Refuge of Hope Ministries cuts the ribbon on its new women’s shelter next year, it will be an answer to a long-held prayer for Jo Ann Carpenter.
The ministry’s director of development said providing a safe place for homeless women has been both a professional and personal goal.
