Fouad Saeed Abdulkadir, an Eritrean national and imam from Northeast Ohio, died after suffering “medical distress” at the Moshannon Valley Processing Center in Philipsburg, Pennsylvania, early Sunday, Dec. 14, according to ICE. The Clearfield County Coroner pronounced him dead at 3:21 a.m.
He is the third man to die at the GEO Group-operated detention center in just over a year, following Frankline Okpu, 37, and Chaofeng Ge, 32. Advocates say the mounting deaths reflect broader systemic failures in ICE’s detention practices.
Filed Emergency Habeas Petition Days Before Death
Court records reviewed by Daily Voice show that on Dec. 11, 2025, Abdulkadir filed a federal habeas corpus petition and an emergency motion for a temporary restraining order in the U.S. District Court for the Western District of Pennsylvania.
In the filings, he alleged deteriorating conditions at the facility, inadequate access to medical care, and pleaded for judicial intervention. The judge denied his emergency motion the same day, writing that Abdulkadir “failed to make a sufficient showing” for relief…
