Charges reduced for man, woman charged in warrant arrest

WARREN, Ohio (WKBN) — A man who was arrested by Warren police on several warrants out of Newton Falls pleaded guilty Thursday to reduced charges, and the woman he was accused of harming was charged with falsification.

Harley Tibbs pleaded guilty to a charge of misdemeanor theft, reduced from a robbery charge, and a misdemeanor count of domestic violence. He was given 12 months of probation and fined. Charges of strangulation, burglary, tampering with evidence and disruption of public service were dismissed.

Tibbs was arrested last week in the area of N. Feederlee Avenue by Warren police on warrants out of Newton Falls. Police established a perimeter around the apartment where Tibbs was and told him to come out. Officers then entered the apartment after being provided a key by maintenance, and Tibbs was arrested…
