ALBANY — New York’s capital city has spent decades living with the Empire State Plaza as it is: a vast marble-and-concrete monument to state government, separated from the neighborhoods around it by high walls, wide roads and an unfriendly design that often leaves pedestrians wondering where, exactly, they are supposed to go.
Now the state has a blueprint for what could come next on the sprawling site.
Earlier this week, the state Office of General Services released a 51-page report that calls for a series of changes intended to make the government complex easier to reach and navigate, and potentially more connected to the neighborhoods that it helped divide more than a half-century ago.
“The goal is to try to soften the edges of this 98-acre campus, make it feel more inviting, create more green space, and try to build the amenities and the ease of navigation that welcomes the community in, and encourages individuals at the Plaza to leave its boundaries,” said Jeanette Moy, the agency’s commissioner…
