Hours after roads were blocked and residents were were told to stay in their homes, police say 39-year-old James Cooper IV is now in custody.
Some residents couldn’t get back to their homes, being stuck outside for roughly five hours. But, some say this isn’t the first time they’ve had issues with Cooper, with one particular incident coming to mind.
“2017 we moved in, things have been happening since then,” said Hanna, Lukas and Julia Miorin. “It’s always been a problem. He came down to our house probably not in the right mind or whatever. Then he walked up to our neighbors and then he kind of went away after that. But we kind of had to chase him out.”
