SCHENECTADY — Councilmember John Mootooveren declined to participate in a fact-finding investigation into a heated exchange he had with Councilmember Doreen Ditoro last December, according to an internal report.
The report, obtained by the Times Union, says Mootooveren “immediately and forcefully” declined to be questioned by a fact finder about the Dec. 30 dispute between the two Democrats during a reorganization meeting planning session at City Hall.
In a police report and Human Resources complaint filed under the city’s workplace violence policy, Ditoro, who is white, claimed that Mootooveren, an Indo-Guyanese man, had called her insults such as “racist pig” and “b____” during a disagreement in front of other City Council members…
