Troy – “An all-out, everybody, all in, teamwork,” that’s what Troy Mayor Carmella Mantello says it took to get her first proposed budget to City Council on time. The budget was submitted just a few minutes before midnight, the Mayor citing challenges due to the lack of a Comptroller along with antiquated accounting software throughout the process.
