High winter utility bills pose questions

Confusion over utility bills have many who live in upstate New York wondering what changed.

“When someone calls in saying their bill is a little bit higher than normal, we always like to look at what the weather was for that billing cycle,” said Kari Kelly, a consumer advocate with National Grid.
