Albany Police have arrested a second person in connection with the case of a dog being set on fire.
Latisha Ellis 32, of Albany, was charged on Wednesday with animal cruelty. Police said she co-owned the dog with Christopher Maxwell, who is accused of keeping the pit bull in a crate in his residence without food or water for several days.
When Maxwell returned to the area, he took the dog to a parking lot in the area of Fourth Avenue and Franklin Street. He then allegedly poured lighter fluid ono the crate and set it on fire . Police found the dog on Feb. 24 just after 7 a.m…
