BRIGHTON, N.Y. (WNYT) — Roger Brubaker thought something looked strange when he saw a man walking down a rural Franklin County road early Friday morning.
Brubaker told NewsChannel 13 in a phone interview that around 7:30 a.m., he saw the man while he was looking out the window of his home along a section of Route 86 in Brighton.
