A second firm has proposed buying, redeveloping abandoned Cohoes housing site near Norlite plant

COHOES — Overgrown shrubbery sits outside vacant buildings. Large cement barriers cover two entrances. The abandoned Saratoga Sites housing complex — often associated with its proximity to a controversial hazardous waste incinerator — has been likened to a ghost town.
