TROY, N.Y. (WNYT) – A six-time felon has been sentenced to 14 years in prison.
Kenneth Phelan was arrested by the East Greenbush Police on Nov. 11, 2024 after a property owner confronted him about Phelan’s target shooting on his property without permission, according to the Rensselaer County District Attorney’s Office.
