Sheehan announces occupancy permit review after fatal fire

ALBANY — Mayor Kathy Sheehan has directed the city’s Department of Buildings and Regulatory Compliance to review “any and all” expired residential occupancy permits that have not been renewed after a fire last week fatally injured two people in a Western Avenue apartment building that did not have a permit and which the city had not inspected in years.

Sheehan’s decision Tuesday came as her chief of staff, David Galin, released a timeline detailing the city’s history with the building at 241 Western Ave., dating to a 911 call on March 3, 2021.

Firefighters were summoned to the building that day for a burned electrical outlet, and the building’s then-owner, a company called Western States LLC, was cited by the codes department for the outlet and for lacking the necessary residential occupancy permit…
