City of Troy appoints new Department of Public Utilities director

TROY, N.Y. (NEWS10) — The city of Troy announced the appointment of its new Department of Public Utilities director on Tuesday. Chris Arzoumanian will oversee the city’s water and sewer operations.

Arzoumanian has previously served as the Superintendent of Public Works for the village of Altamont. He has also worked as a utility analyst at the New York State Department of Public Service and as a water plant maintenance supervisor in Troy.

“Chris Arzoumanian is a proven public servant with deep technical knowledge and hands-on experience in water and sewer operations,” said Troy Mayor Carmella Mantello. “He understands the importance of reliable infrastructure, regulatory compliance, and long-term planning.”

As the director of Troy’s Department of Public Utilities, Arzoumanian will be in charge of the city’s lead service line replacement program and other infrastructure and utility initiatives. The operations cover more than 110,000 residents in Troy and surrounding municipalities…
