Nonprofit sues over Troy’s ‘rubber stamp’ project review

TROY — The Troy Proctor’s Foundation has accused members of the Troy Local Development Corporation of failing to properly review plans to transform an old downtown theater into a municipal office hub in a newly filed lawsuit.

The foundation, a nonprofit dedicated to preserving its namesake former theater building, filed the litigation on Friday in an attempt to void the LDC’s negative environmental declaration of the $10.6 million project that would bring City Hall operations into the long-disused property.

Public entities are required to evaluate and determine whether a project will have a major (positive) or negligible (negative) impact under the State Environmental Quality Review Act of 1975. Last year, the LDC, a private purchasing arm of the Troy government, served as the lead agency for SEQR…
