TROY — The Troy Planning Board has approved a plan by R.J. Valente Cos. to build a 193-unit apartment complex on the former site of the Uncle Sam parking garage on Fourth Street.
Conditional site plan approval was granted at the planning board’s Feb. 17 meeting, as reported by the Albany Business Review.
