Kingston, NY (WRGB) — A traffic stop in Kingston led New York State Police investigators to arrest a 30-year-old Albany man on felony rape charges involving a minor, authorities said.
The New York State Police Bureau of Criminal Investigation in Kingston announced the arrest of 30-year-old Roy Cineus of Albany, following an investigation into reported unlawful sexual conduct involving a minor.
State police said the investigation began after troopers stopped a 2011 Hyundai on North Street in the City of Kingston. During the stop, troopers observed Cineus “in an indecently exposed condition while in the presence of a minor,” police said.
