Evelyn Tutasig-Ilbay, a 28-year-old Union City native, targeted a GWAR concert at Empire Live in downtown Albany, police said.
Tutasig-Ilbay recruited a 16-year-old boy from Brooklyn to travel to Albany and snatch cellphones from people at the show on Saturday, March 21, according to Albany cops.
