TROY, N.Y. (NEWS10) — The Troy City Council filed a lawsuit in the Rensselaer County Supreme Court under an Article 78 motion. The suit alleges Mayor Carmella Mantello’s declaration of a public safety emergency to fulfill the Flock camera contract was an executive overreach.
Mantello declared a public safety emergency on April 1 to pay Flock’s $78,000 contract after the city council directed the city auditor not to pay. The lawsuit aims to strike down the emergency declaration and declare the payment for the renewal of the Flock contract invalid.
