Proven police misconduct rate spikes to nearly 50% in Albuquerque, CPOA reports

The Albuquerque Civilian Police Oversight Agency reported an increase in proven officer misconduct in 2025 compared to 2024, according to preliminary data.

The CPOA is an independent agency that reviews and investigates community complaints regarding Albuquerque Police Department personnel. The body publishes two semi-annual data reports per year, along with a monthly review, detailing the number of cases and sustained reports. In 2025, the CPOA completed at least 185 investigations, compared to 222 in 2024. Although the number of cases may have decreased, the proportion of cases where investigators proved misconduct increased, according to the data.

The CPOA defines a case as sustained if investigators determine that the alleged misconduct did occur. According to the January through June 2025 semi-annual report, 49.6% of cases were sustained, though full-year totals for 2025 remain pending as the semi-annual report covering July through December is not yet available.
