A 19-year-old Washington, D.C., man charged in connection with a fatal shooting in Harbor East is linked to as many as six other crimes in Baltimore, police said. City police said investigators identified Quintay Spinks in connection with the Sept. 14 killing of Antonio Peoples, 36, who police said was shot several times near the Waterfront Hotel on Aliceanna Street.
