PRINCE WILLIAM COUNTY, Va. ( DC News Now ) — Police in Prince William County said Friday they arrested the driver in a crash that killed a woman while she was walking her dog nearly a month ago .
The Prince William County Police Department (PWCPD) responded to the area of Mapledale Drive near Miles Ct. in Woodbridge shortly after 6:30 a.m. on Oct. 17.
Investigators said 30-year-old Neil Jostin Stagnaro Riega was driving 20 MPH over the speed limit in the area when he left the roadway and drove onto the sidewalk.

He struck 57-year-old Maria Isabel Cardozo, who was walking her dog at the time.
She was pronounced dead at the scene and her dog was later found near her home, uninjured.
Stagnaro Riega stayed at the scene after the crash and was not hurt.
He was charged with involuntary manslaughter and turned himself in to PWCPD on Nov. 15. His court date is pending.
