WASHINGTON (7News) — A 71-year-old woman in Washington, D.C., spoke out after a city-funded program intended to help her generate rental income had left her with unfinished renovations and mounting frustrations.
Ethel Whitmore, who lost her leg, applied to the District’s Residential Accessory Apartment Program, hoping to convert part of her home into a rental unit. Instead, she said she has been left with more challenges than solutions.
