READING, Pa. – The City of Reading and Mayor Eddie Morán are inviting residents to a spooktacular evening of fun and fright at the 4th Annual Halloween on Penn event. The festive gathering, taking place October 30 from 5 to 8 p.m. in the 600 block of Penn Street, promises a ghoulishly good time for all ages.
