BETHLEHEM, Pa. – On Thursday morning, five teams scoured Bethlehem to conduct an annual Point-in-Time Count of the homeless population. It’s not an easy undertaking in the middle of winter.
Each year HUD requires agencies that receive its funding to conduct the count.
Everyone in shelters, on the streets, and in encampments must be included. Sometimes getting to the encampments can be a bit of a hike and the visit is not always welcomed…
